[Tickit-dev] libtickit v0.4.2 release

A small addition and bugfix added to 0.4.2:

The full CHANGES entry reads:

  * Added tickit_watch_signal(3) and tickit_watch_process(3)
  * Respect TICKIT_BIND_FIRST flag when binding event loop handlers
    (besides timers)
  * Track cursor blink state in mockterm
  * Various small bugfixes to bundled examples

A corresponding update will be made to the Tickit perl distribution, to
add support for these new signal- and process-watch abilities.
